Lowers the disability rating requirement for disabled veteran motor vehicle and motorcycle license plates from 75% permanent service-connected disability to 100% permanent or at least 70% nonpermanent service-connected disability.

Requires veterans with 70% nonpermanent service-connected disability to provide updated benefits letters from the United States Department of Veterans Affairs upon renewal to confirm their rating has not dropped below 70%.

Expands eligibility to include persons rated by the Department of Veterans Affairs (in addition to the Veterans' Administration) and updates terminology from "veteran" to "person" throughout the statute.

Maintains the $1.00 annual cost for disabled veterans to purchase up to two motor vehicle license plates or tags and one motorcycle license plate or tag, with full exemption from ad valorem and privilege taxes.

Effective date is July 1, 2023.
