Adds a "good cause" exception allowing courts to set aside paternity determinations even when the legal father previously engaged in conduct that would normally bar such challenges (such as marrying the mother after knowing he wasn't the biological father, or signing a stipulated paternity agreement)

Permits legal fathers who signed stipulated agreements of paternity to challenge the determination if they can prove fraud, duress, or material mistake of fact

Maintains existing requirements that legal fathers seeking to disestablish paternity must file a petition with newly discovered evidence and scientific test results showing they are not the biological father

Preserves protections preventing paternity challenges when the legal father adopted the child, the child was conceived through artificial insemination during marriage, or the father prevented the biological father from asserting parental rights

Relief remains limited to prospective child support, past-due support, termination of parental rights, custody, and visitation—no recovery of previously paid child support is permitted
