Expands the definition of competent jurors in Mississippi to include citizens with a current and valid Mississippi driver's license who have filed state income taxes for at least one of the two previous tax years.

Replaces the previous requirement that jurors be either qualified electors or resident freeholders of the county for more than one year with the new driver's license and income tax filing requirements.

Maintains existing juror qualifications requiring citizenship, age 21 or older, ability to read and write, no conviction of infamous crimes or unlawful liquor sales within five years, and not being a common gambler or habitual drunkard.

Requires the jury commission in each county to compile a master list in April consisting of citizens who possess a valid Mississippi driver's license and have filed state income taxes for at least one of the two previous tax years.

Effective date is July 1, 2023.
