Prohibits towing companies from charging higher rates for vehicles towed at the direction of law enforcement than they would charge customers who contact them directly, including vehicles impounded for DUI violations under Section 63-11-30

Requires towing companies to report any towed vehicle to local law enforcement within 24 hours, unless the vehicle was towed at the owner's request

Mandates that towing companies notify vehicle owners and lienholders by registered mail within 10 days of the initial tow, and allows public auction sale if charges remain unpaid after 30 days

Eliminates the ability to impose any towing or storage charges if the towing company fails to make a good faith effort to comply with notification and procedural requirements

Effective date of July 1, 2023
