Adds a second chancellor position to the Fifteenth Chancery Court District, which covers Copiah and Lincoln counties

Designates the two chancellorships as "Place One" and "Place Two" for appointment and election purposes

Requires candidates for the new position to file intent by 5:00 p.m. on June 1, 2022, and run in the November 2023 general election

Sets the initial term to begin January 1, 2024, lasting three years, after which the standard term length for chancellors will apply
