Authorizes the Department of Finance and Administration to survey, partition, and transfer 3,207 acres of state-owned property in Rankin County (acquired in 1894) to various state agencies currently operating on the land, including the Department of Mental Health, State Fire Academy, Department of Public Safety, and Department of Corrections

Establishes a new State Veterans Nursing Home in Rankin County on property northwest of Mississippi State Hospital, to be operated by the Mississippi Veterans Affairs Board without requiring a certificate of need

Assigns property to the Mississippi State Department of Health for construction of a new Counter-Measure Warehouse southwest of the Office of Surplus Property

Authorizes the Department of Mental Health to assess each agency using the property a proportionate share of water/sewer costs paid to West Rankin Utility District, with flow meters installed to measure usage

Reserves unassigned property under Department of Finance and Administration control for future state use, while allowing the Department of Mental Health to execute timber leases and retain proceeds from any timber sales
