Increases penalties for window tint violations with same tiered structure: first conviction up to $200 fine or 20 days; second conviction $200-$400 fine or 40 days; third or subsequent conviction $400-$1,000 fine or up to 9 months imprisonment.

Criminalizes installation of tinted film or darkening material that violates legal limits with misdemeanor penalties mirroring the tiered structure for window tint violations.

Raises penalty for obscuring license plate tags from $25 fine to $100 fine, and adds separate offense for obscuring license tags with intent to evade law enforcement punishable by up to $500 fine or 1 year imprisonment.

Effective date is July 1, 2023.
