Enacts the "Mississippi Kratom Consumer Protection Act" and authorizes the Department of Health to administer and enforce kratom product regulations.

Prohibits processors and retailers from preparing, distributing, or selling kratom products that are adulterated or contaminated with dangerous non-kratom substances, contain synthetic alkaloids, exceed 2% 7-hydroxymitragynine in alkaloid composition, or lack adequate labeling with recommended serving sizes.

Prohibits sale or distribution of kratom products to individuals under 21 years of age.

Establishes administrative fines of up to $1,000 for first violations and up to $5,000 for subsequent violations, with retailers exempt if they relied in good faith on manufacturer representations.

Effective date is July 1, 2023.
