Enacts the Mississippi Suppressor Freedom Act to permit manufacture of firearm suppressors (silencers) in Mississippi without federal regulation if manufactured entirely within the state using only generic parts from outside the state.

Requires firearm suppressors manufactured and sold in Mississippi to be stamped with "Made in Mississippi" and mandates the Attorney General seek a federal declaratory judgment confirming the act's constitutionality upon notification of intent to manufacture.

Prohibits state government, political subdivisions, and governmental entities from enforcing federal firearm suppressor regulations that impose restrictions not existing under Mississippi state law.

Allows Mississippi residents to file complaints with the Attorney General against entities violating the act, with the Attorney General authorized to seek writs of mandamus and recover legal costs; entities found in violation face appropriation restrictions in the following fiscal year.

Repeals Mississippi Code Section 97-37-31 criminalizing manufacture of firearm silencers; dismisses pending prosecutions under that section while preserving prior convictions.
