Amends Mississippi Code Section 99-19-81 to limit habitual offender sentencing requirements to felonies punishable by imprisonment for more than five years.

Requires mandatory maximum sentences for persons convicted of qualifying felonies who have two prior felony or federal convictions also punishable by more than five years imprisonment, with sentences of one year or more served.

Allows courts to deviate from maximum sentences only if the sentencing order provides written explanation for the deviation.

Prohibits reduction, suspension, parole, or probation eligibility for those sentenced as habitual offenders under this statute.

Takes effect July 1, 2023.
