Simple possession of 30 grams or less of marijuana becomes a civil infraction subject to a fine of $100 instead of criminal charges.

Second conviction within two years remains a misdemeanor punishable by up to $250 fine, up to 60 days in county jail, and mandatory drug education program.

Third or subsequent conviction within two years is a misdemeanor with fines of $250-$1,000 and up to six months in county jail.

Municipal courts granted jurisdiction to hear civil infraction cases and impose civil penalties.

Effective date July 1, 2023.
