Requires the Department of Public Safety Commissioner to implement and maintain a publicly accessible centralized database for jail census data and promulgate uniform reporting standards that all sheriff's departments must use statewide.

Mandates jail census data include minimum information for each detainee: name, sex, date of birth, arrest date, charges, bond amounts, race, mental health status, indictment date, felony/misdemeanor designation, conviction status, sentence length, Department of Corrections status, jurisdiction, and extradition status.

Amends sections 19-25-63 and 47-1-21 to require sheriff jail dockets comply with the uniform reporting standards and definitions established by the Public Safety Commissioner to promote clarity and transparency.

Creates an advisory committee on jail census data collection with six members including the MacArthur Justice Center director, state public defender, prosecutors association president, sheriffs association president, a circuit court judge, and supervisors association president, with a December 1, 2022 report deadline.

Takes effect July 1, 2023.
