Adds a new reason for voters to cast affidavit ballots: those who validly registered to vote after the 30-day cutoff period but before election day may vote by affidavit on election day.

Poll managers must notify individuals meeting this condition that they may cast an affidavit ballot and allow them to mark a paper ballot after executing a written affidavit.

Affidavit ballot envelopes must include the voter's complete name, address, telephone number, signature, and the poll manager's signature.

Election officials must process all affidavit ballots using the Statewide Elections Management System and account for them by reason, recording totals of counted and uncounted ballots in each category.

Effective date: July 1, 2023.
