Amends Section 23-15-713 of Mississippi Code to allow any duly qualified elector to vote by absentee ballot without restrictions

Eliminates all existing categorical requirements for absentee voting, including being a student/teacher away from residence, having physical disability, being 65 or older, or working during poll hours

Removes specific provisions that previously limited absentee voting to those absent from their county, congressional delegation employees, or those caring for hospitalized family members

Effective date of July 1, 2023
