State Board of Election Commissioners must reimburse each county board for 50% of the cost of prepaid postage for mail-in absentee ballot return envelopes

Counties remain responsible for paying expenses of printing ballots, stationery, and compensation for election managers, clerks, and returning officers from general county funds

Reimbursement applies to absentee ballots authorized under Section 23-15-173

Exception: Cost-sharing does not apply to primary elections held by political parties that received less than 20% of total statewide votes in either of the last two gubernatorial or presidential elections

Effective date: July 1, 2023
