• Converts four restitution centers (Greenwood, Flowood, Hinds County, and Pascagoula) to operate as prerelease reentry centers for inmates within one year of release with commissioner approval.

• Requires Department of Corrections to provide supportive services at prerelease reentry centers including counseling, housing, employment training, health care, education, substance abuse treatment, and driver's licenses or state identification.

• Repeals sections 99-37-19 and 99-37-21, which authorized county and municipal establishment of restitution centers and cooperation between Department of Public Welfare and Department of Corrections.

• Brings forward multiple sections of Mississippi Code for potential amendment regarding sheriffs' duties and compensation, sex offender registration, offender records, correctional facility operations, and probation violation procedures.

• Effective date: July 1, 2023.
