Authorizes sheriffs and deputy sheriffs in counties with populations of 140,000 or more (based on 2020 census) to use radar speed detection equipment on county roads and highways outside incorporated municipalities and interstate highways.

Limits each sheriff's department to purchasing no more than two radar guns and prohibits radar use within 500 yards of municipality boundaries, county boundaries, or speed limit changes.

Requires all fines and funds from radar-detected speeding citations to be used exclusively by the school district for school safety purposes, including school resource officers.

Prohibits fines for speeding violations detected by radar equipment used by sheriffs.

Takes effect July 1, 2023.
