Establishes a secure internet website administered by the Secretary of State to allow eligible voters with current valid Mississippi driver's licenses or photo identification to submit voter registration applications electronically.

Requires the electronic application to ask whether the applicant is a U.S. citizen and prohibits transmission of information from applicants who decline registration or indicate they are not citizens.

Permits the secure website to allow new applicants to submit completed voter registration applications and existing registered voters to change their name, address, or other registration information online.

Requires verification that applicant information matches records with the Mississippi Department of Public Safety, including driver's license number, name, date of birth, and citizenship status; incomplete or mismatched applications are rejected.

Requires the Secretary of State and Department of Public Safety to enter into a memorandum of understanding for information sharing and establishes an effective date of July 1, 2023.
