Increases minimum state funding for prekindergarten programs from $2,150 to $2,500 per student for full-day programs and from $1,075 to $1,250 per student for half-day programs

Establishes a goal for the voluntary prekindergarten program to serve 25% of four-year-old children in Mississippi by the beginning of the 2024-2025 school year

Requires existing early learning collaborative agreements to be modified annually on July 1 to reflect any increased per-child costs approved by the Legislature

Removes the previous three-phase funding structure that capped appropriations at specific dollar amounts and instead requires annual efforts to maintain and increase the percentage of children served

Early learning collaboratives must continue to provide 1:1 matching funds from local sources including tax dollars, federal funds, parent tuition, or in-kind donations
