Exempts funds allocated for the Mississippi Adequate Education Program (MAEP) from mid-year budget reductions imposed by the State Fiscal Officer under Section 27-104-13.

Applies when general fund revenues fall below 98% of the adopted revenue estimate or when the State Fiscal Officer determines funds will not be available within the budget period.

Maintains existing budget reduction authority for all other state agencies, which can face reductions up to 5% individually or uniform percentage reductions across all agencies if the 5% threshold is exceeded.

Takes effect July 1, 2023.
