Requires municipal water, wastewater, and sewer rates to be just, reasonable, and based on actual costs to operate and maintain systems, with rates that are not unreasonably preferential, prejudicial, or discriminatory.

Prohibits municipalities from charging users fees less than the cost incurred to provide services and requires governing authorities to document rate decisions in meeting minutes.

Limits user billing calculations to actual volumetric usage plus reasonable fees for capital expenses, system operation and maintenance, and debt service.

Requires municipalities to post notice of rate changes on bills at least one month prior to effective date and on online webpages or bill payment platforms if available.

Allows municipalities to use alternative billing methods based on six-month billing averages during declared States of Emergency when volumetric usage cannot be determined, reverting to volumetric billing after six months.
