Requires written authorization from the Chief of Capitol Police or the Commissioner before any event can be approved on streets or sidewalks immediately adjacent to state-owned buildings or property

Applies the written authorization requirement to any event that could block, impede, or hinder access to state property

Designates the Department of Public Safety as the lead agency when coordinating multi-jurisdictional events on state property, as determined by the Chief of Capitol Police or Commissioner
