Raises the felony shoplifting threshold from $1,000 to $250 for single incidents, with penalties including fines up to $10,000 and imprisonment up to 10 years.

Allows prosecutors to aggregate shoplifted merchandise value from three or more separate stores within a two-year period (changed from 30-day period) to determine the severity of charges.

Authorizes courts to require defendants to pay restitution to property owners equal to twice the value of shoplifted merchandise, in addition to other penalties imposed.

Takes effect July 1, 2023.
