Establishes the Opportunities for Diversity in Contracting (ODC) Program administered by the Mississippi Development Authority to increase state contracting with socially and economically disadvantaged small businesses with net worth not exceeding $750,000

Requires each state agency to appoint an ODC compliance officer responsible for monitoring compliance, analyzing spending with ODC vendors, reporting enrollment for all contracts, and attending semiannual MDA training

Directs MDA to establish procurement goals based on ODC business availability, create a certification system for eligible businesses, implement outreach programs, and develop a point system for evaluating bids that encourage ODC participation

Mandates that all state contracts include language prohibiting discriminatory employment practices, certifying compliance with fair labor laws, and encouraging contractors to purchase from certified ODC vendors

Requires MDA to file annual reports to the Governor, Lieutenant Governor, and Speaker of the House on ODC Program progress, with effective date of July 1, 2023
