Amends Section 47-7-9, Mississippi Code of 1972, to establish a maximum caseload ratio of 50 cases per probation and parole officer, field supervisor, or other community corrections personnel supervising offenders at any given time.

Imposes a civil penalty of $7,500 on the Division of Community Corrections if an officer's or supervisor's average caseload exceeds 50-to-1 over a three-month period, with half the penalty paid to the individual officer or supervisor and half to the State General Fund.

Requires division personnel to complete annual training on evidence-based practices and criminal risk factors, with instruction on targeting these factors to reduce recidivism.

Effective date: July 1, 2023.
