Requires high school graduates to correctly answer at least 60 of 100 questions on a test identical to the civics portion of the U.S. Citizenship and Immigration Services Naturalization Test, effective in the 2023-2024 school year.

Allows local school boards to determine the method and manner of administering the civics test, and permits students to retake the test until they achieve a passing score.

Exempts students who have passed a similar civics test within the previous three years from this requirement.

Requires applicants for High School Equivalency Diplomas to pass the same civics test (60 of 100 questions) beginning January 1, 2024, with the same retake provisions.

Makes the civics test requirement subject to accommodations outlined in a student's Individualized Education Program.
