Establishes the Mississippi Hospital Sustainability Grant Program administered by the State Department of Health to strengthen hospital care access and address COVID-19 pandemic challenges.

Distributes grants to state-licensed hospitals except those operated by the U.S. Department of Veterans Affairs and State Department of Mental Health.

Allocates grants based on hospital type and bed count: $625,000 for non-critical access hospitals under 100 beds with emergency departments; $500,000 for critical access hospitals under 100 beds with emergency departments; $1,000,000 for hospitals over 100 beds with emergency departments; $500,000 for specialty service hospitals under 200 beds; $300,000 for rural hospitals under 100 beds without emergency departments; and $250,000 additional for small rural hospitals with 50 beds or less operating emergency departments.

Distributes any remaining appropriated funds on a pro rata basis calculated by dividing total remaining funds by total licensed beds across eligible hospitals, then multiplying the per-bed amount by each hospital's bed count.

Requires the Mississippi Hospital Association to form a work group reviewing hospital service delivery and submit recommendations to legislative and executive leadership.
