Creates Section 9-3-40 of Mississippi Code requiring the Mississippi Supreme Court to promulgate rules mandating disclosure of all entities financially interested in litigation outcomes.

Requires counsel and unrepresented parties to file certificates listing all persons, associations, firms, partnerships, corporations, insurers, affiliates, and parent corporations with financial interest in the case, with generic descriptions allowed for large groups.

Mandates certificates include names of opposing law firms and counsel, all interested persons on all sides of the case known to counsel, and statement that representations are made for judicial evaluation of possible disqualification or recusal.

Places burden on counsel to ascertain and certify the true facts to the court and requires supplemental certificates whenever disclosed information changes.

Takes effect July 1, 2023.
