Establishes the Mississippi Task Force on Foster Care and Adoption with 15 members including judges, attorneys, Child Protection Services officials, foster parents, biological parents, foster children advocates, and other stakeholders.

Task force members must be appointed within 15 days and shall meet within 60 days; members receive per diem compensation and travel reimbursement per state law.

Task force is authorized to review and revise adoption statutes, clarify definitions in child protection law, evaluate Guardian Ad Litem roles and compensation, review concurrent permanency plans, and examine Title IV-E federal funding maximization.

Task force shall request assistance from law schools, judicial college, courts, and bar associations as needed and must submit annual findings and recommendations to the Legislature by December 1 each year.

Task force is dissolved on December 1, 2023.
