Requires county boards of supervisors to provide quarterly updates to tax collectors regarding unpaid garbage and rubbish collection fees assessed under Section 19-5-21.

Mandates that tax collectors index delinquency notices received from boards of supervisors in their records.

Establishes a separate registry in each chancery clerk's office to contain all liens created under this statute in hard copy and/or digital format, to be created by January 1, 2024.

Maintains existing provisions allowing boards of supervisors to notify tax collectors of delinquent fees within 90 days and authorizing tax collectors to refuse motor vehicle road and bridge privilege license renewals for delinquent payers.

Effective date: July 1, 2023.
