Requires that transfers of structured settlement payment rights be approved by the same judge who originally approved the structured settlement, or by the chief judge's designee if the original judge is unavailable.

Mandates that applications for structured settlement payment rights transfer be filed with the court that approved the original structured settlement agreement.

Requires transferees to disclose any previous rejections of transfer applications by other judges when filing a new application for approval.

Maintains existing approval standards that transfers must be in the payee's best interest, the payee must be advised to seek independent professional advice, and the transfer must not violate any statute or court order.

Becomes effective June 30, 2023.
