Brings forward existing Mississippi Code sections 97-17-71, 97-17-71.1, 97-17-71.2, and 97-17-71.3 governing scrap metal dealers for purposes of possible amendment.

Establishes comprehensive record-keeping requirements for scrap metal purchases, including seller identification, property description, weight/quantity, consideration given, vehicle information, signed ownership statements, identification photocopies, and photographs of both seller and metal property.

Requires scrap metal dealers to register with the Secretary of State with two-year registration periods; prohibits cash transactions and mandates payment by check or electronic funds transfer.

Imposes graduated penalties for violations ranging from misdemeanors with fines up to $1,000 for basic record-keeping violations to felonies with imprisonment up to 20 years and fines up to $20,000 for violations involving stolen property exceeding $25,000 in value.

Establishes specific restrictions on purchasing air conditioner coils/condensers (limited to licensed HVAC contractors and related businesses) and detached catalytic converters (requiring documented chain of custody and transaction at fixed dealer locations).
