Creates a public online registry of offenders convicted of embezzlement or misappropriation of public funds, to be maintained by the Department of Public Safety and posted by July 1, 2024.

Registry must include offender's full legal name, aliases, online identifiers, and date of birth, but excludes social security numbers, driver's license numbers, addresses, and phone numbers.

Offenders remain on the registry until all fines, penalties, and restitution are paid, then are automatically removed after 5 years from conviction or release from incarceration (whichever is later), or may petition for earlier removal upon satisfaction of all conditions.

Requires courts, prisons, and responsible agencies to submit conviction and sentencing information to the Department of Public Safety, and offenders must register within 30 business days of judgment.

Prohibits state and local governments from hiring persons on the registry for positions in accounting, treasury, registrar offices, or any position involving collection of fees or rates, effective July 1, 2023.
