Establishes a secure internet website administered by the Secretary of State in coordination with the Mississippi Department of Public Safety to allow qualified electors to register to vote online and change voter registration information.

Requires online registration applicants to have a current and valid Mississippi driver's license or photo identification card, with verification that their name, date of birth, and driver's license number match records with the Department of Public Safety.

County registrars must review and process online applications within 14 days, approving qualified applicants by mailing a registration card showing voter registration number and polling place information; incomplete or ineligible applications must be rejected with written notice within 14 days.

Allows online registration applications to be submitted up to 30 days before any election, with the submission date serving as the applicant's registration date; applications returned as undeliverable will result in voided registrations.

Amends related voter registration statutes to conform with online registration procedures and takes effect July 1, 2023.
