Amends Section 23-15-171 to require the State Executive Committee to fill vacancies in municipal executive committees if those vacancies occur within 90 days of a municipal primary election.

Provides that persons appointed to a municipal executive committee by the State Executive Committee shall remain in that position until the next regular election for executive committees.

Brings forward Section 23-15-309 regarding candidate qualification procedures for municipal primary elections, including filing fees of $10.00 at least 60 days before the first primary election.

Brings forward Section 23-15-313 regarding formation of temporary municipal executive committees and establishes procedures for mass meetings to select committee members when no party committee exists.

Effective date is July 1, 2023.
