Establishes a "Preelection Day Voting Act" allowing qualified electors to vote at the county registrar's office beginning 21 days before an election and ending at 12:00 p.m. on the Saturday before election day.

Requires preelection voting to be conducted weekdays from 8:00 a.m. to 5:00 p.m., with extended hours (including lunch hour and 5:00-7:00 p.m.) during the final full week before an election.

Requires voters to present acceptable photo identification and sign a receipt book before voting at the registrar's office using the same procedures as election day voting.

Makes all preelection votes final and requires them to be counted and announced simultaneously with election day votes.

Allows candidates and their representatives to be present at the registrar's office during preelection voting and to challenge voter qualifications under the same rules as apply at polling places on election day.
