Authorizes qualified electors to vote early between 21 and 5 days before an election at the registrar's office or designated location.

Establishes early voting hours of 8:00 a.m. to 5:00 p.m. on weekdays (7:00 p.m. on last two days) and 8:00 a.m. to 4:00 p.m. on one Saturday during the early voting period.

Requires registrars to provide 25 days' notice of early voting hours in a newspaper of general circulation, with authority to close on state holidays with notice.

Prohibits early voting if only one candidate qualifies for each office on the ballot and requires all early votes to be announced simultaneously with election day votes.

Prohibits voters from casting absentee ballots at the registrar's office during the early voting period; absentee ballots must be cast by mail or after the early voting period ends.
