Amends Section 23-15-5, Mississippi Code of 1972, to redirect the 30% portion of Elections Support Fund monies previously deposited in the State General Fund to the Secretary of State for maintaining and upgrading the Statewide Election Management System.

Allocates the 30% to fund security measures protecting election integrity, voter education on voting procedures and rights, with unobligated funds reverting to the State General Fund at fiscal year end.

Maintains the existing 70% distribution to counties based on population for acquiring, upgrading, maintaining or repairing voting equipment, systems, supplies, and training election officials.

Requires the Secretary of State to create standard training guidelines for county election officials using authorized funds.

Takes effect July 1, 2023.
