Authorizes issuance of distinctive motor vehicle license tags to Mississippi residents who support the Magnolia Speech School, beginning July 1, 2023.

Requires additional $30 annual fee per distinctive tag, collected by county tax collectors and remitted monthly to the Department of Revenue.

Distributes collected fees as follows: $24 to Magnolia Speech School, $2 to State Highway Fund, $1 to Mississippi Burn Care Fund, and $1 to special fund under Section 27-19-44.2.

County tax collectors retain $2 from each $30 fee for the county general fund, and 5% of replacement tag fees.

Replacement tags cost $10 if lost or stolen; regular license tags must be surrendered upon issuance of distinctive tags and are valid for two decals.
