Directs State Fiscal Officer to transfer $602,000,000 from Capital Expense Fund upon enactment to various funds including $450,000,000 to 2022 Capacity Project Fund, $100,000,000 to 2022 Emergency Road and Bridge Fund, and $40,000,000 to 2022 Infrastructure Match Fund.

Authorizes transfers from General Fund totaling $27,500,000 during fiscal year 2024: $15,000,000 to Mississippi Outdoor Stewardship Trust Fund and $2,500,000 to Human Trafficking Fund; and $10,000,000 to Disaster Trust Fund upon enactment.

Transfers $30,000,000 from Capital Expense Fund to Strategic Multi-Modal Investments Fund and $300,000 to Derelict Vessel Fund during fiscal year 2024.

Amends statutes governing 2022 Maintenance Project Fund and 2022 Capacity Project Fund to clarify that funds support projects included in the Department of Transportation's Three-Year Plans adopted, amended, or reissued by the Mississippi Transportation Commission.

Modifies Forestry Facility Grant Program funding mechanism to allow up to $10,000,000 in grants for forestry facility infrastructure projects and reduces ARPA funds appropriated to Department of Finance and Administration from $40,000,000 to $35,000,000 for fiscal year 2023.
