Prohibits motor vehicle manufacturers, factory branches, distributors, and their subsidiaries from owning, operating, or controlling motor vehicle dealerships in Mississippi for the same type or classification of vehicles they manufacture or distribute.

Allows manufacturers and distributors to exercise right of first refusal on dealership sales only if they provide notice within 60 days, matching or exceeding the proposed sale terms, and covering reasonable expenses and attorney fees for the proposed buyer.

Exempts family member transfers, transfers to qualified managers employed for at least 5 years, transfers to partnerships or corporations controlled by family members, and trust arrangements for dealership succession from manufacturer right of first refusal requirements.

Creates three exceptions to the ownership prohibition: temporary dealership ownership during dealer transitions (up to 1 year, extendable for good cause), ownership while partnering with independent investors making significant unencumbered investments, and ownership of one dealership location by manufacturers exclusively producing plug-in electric vehicles if continuously licensed since August 1, 2021.

Takes effect July 1, 2023.
