Allow the Department of Revenue to electronically transmit liens on motor vehicles and manufactured homes to first lienholders and notify them of additional liens.

Permit subsequent lien satisfactions to be electronically transmitted to the Department of Revenue, which shall include the name and address of the person satisfying the lien.

When electronic lien transmission is used, a certificate of title need not be issued until the last lien is satisfied, at which point a clear certificate of title is issued to the vehicle owner.

Provide that a duly certified copy of the Department's electronic record of a lien is admissible as evidence of the lien's existence in any civil, criminal, or administrative proceeding in the state.
