Creates the Mississippi Dual Enrollment/Dual Credit Scholarship Program administered by the Postsecondary Education Financial Assistance Board to provide funding for eligible high school students taking college courses.

Eligible students are grades 11-12 Mississippi residents who can receive funding for up to 6 dual enrollment/dual credit semester credit hours before high school graduation; early college students are excluded from the program.

Participating public and nonprofit institutions receive reimbursement at 40% of average community college credit hour tuition for the current academic year for each eligible student.

Establishes a special fund in the State Treasury designated the "Mississippi Dual Enrollment/Dual Credit Scholarship Program Fund" with unexpended balances not lapsing into the General Fund at fiscal year end.

Program sunsets July 1, 2025, and requires specific legislative appropriation to operate; takes effect July 1, 2023.
