Transfers enforcement of the Mississippi Telephone Solicitation Act from the Mississippi Public Service Commission to the Consumer Protection Division of the Attorney General's Office.

Requires all telephone solicitors to register with the Attorney General's Office and maintain access to a "no-calls" database of consumers who object to receiving solicitations.

Authorizes the Attorney General's Office to investigate violations, issue cease and desist orders, and impose civil penalties up to $10,000 per violation, with each telephone communication constituting a separate violation.

Allows consumers to file complaints with the Attorney General's Office regarding telephone solicitations in violation of the act or its regulations.

Establishes that telephone solicitation violations constitute unfair or deceptive trade practices under Mississippi's consumer protection laws.
