Senate Bill 2497 - Mississippi Elections Integrity Act of 2023

• Requires voter registration applicants to submit proof of U.S. citizenship through a birth certificate, U.S. passport, or naturalization documentation.

• Mandates the Secretary of State compare the statewide voter registration system with state identification databases within one year to identify non-citizens, with 30-day opportunity for flagged voters to provide citizenship proof or face removal from rolls.

• Requires registrars to compare absentee ballot applicant signatures against a signature database established by the Secretary of State; applications with non-matching signatures must be rejected and ballots not mailed.

• Bans direct recording electronic voting machines after January 1, 2025, requiring only voting systems without wireless remote connections or with disabled wireless capability, and equipment preventing duplicate ballot counting.

• Repeals existing provisions allowing naturalized citizens to register with naturalization documents on file and eliminates authority for use of electronic voting equipment at polling places effective December 1, 2023.
