Restricts primary election voting to registered voters affiliated with that political party, effective October 2, 2023, with unaffiliated voters able to vote only in nonpartisan elections held with primaries.

Allows voters to establish party affiliation by completing a uniform statewide voter registration application, declaring affiliation by voting in a party primary on August 4, 2023, or updating affiliation at least 30 days before elections.

Requires state political party executive committees to designate annually any qualifications for voters eligible to participate in their primary elections by January 1 each year.

Makes it vote fraud for any person to vote in a primary election for a candidate of a different party than the one in which they are registered, subject to penalties of $500-$5,000 fine and/or up to 5 years imprisonment.

Directs the Secretary of State to establish a uniform statewide voter registration application for use throughout Mississippi and authorizes county and municipal clerks to enter party affiliation data into the Statewide Elections Management System.
