Authorizes county boards of supervisors to directly allocate Local Fiscal Recovery Funds from the American Rescue Plan Act of 2021 to rural water associations, water supply districts, regional utility districts, and other publicly-constituted water and sewer service providers for infrastructure projects.

Allows county boards of supervisors to directly allocate these funds to incorporated municipalities for water, sewer, and storm water infrastructure projects.

Requires that if a recipient organization serves customers in two or more counties, the majority of its water meters must be located in the county allocating the funds.

Codifies this authorization in Title 19, Chapter 5 of the Mississippi Code of 1972.

Takes effect July 1, 2023.
