Extends the repeal date of Chapter 942, Local and Private Laws of 2019, from July 1, 2023, to July 1, 2027, allowing Waynesboro to continue levying special taxes on bars, restaurants, and hotels/motels.

Authorizes Waynesboro to impose up to 1% tax on gross proceeds from bar sales, restaurant sales (including alcoholic beverages), and hotel/motel/bed-and-breakfast room rentals.

Requires a referendum with at least 60% voter approval before any tax can be imposed, with notice published for three consecutive weeks before the election.

Dedicates all tax proceeds (minus 3% retained by Department of Revenue for collection costs) exclusively to tourism promotion and parks and recreation improvements within the city.

Mandates separate accounting and annual independent audits of tax revenues and expenditures, with audit expenses paid from the collected funds.
