Designates a 1-mile segment of Interstate 55 South in Hinds County, Mississippi (from County Line Road to Beasley Road in Jackson) as the "Rep. Alyce Clarke Highway" in honor of Mississippi House Representative Alyce Clarke of Yazoo City.

Requires the Mississippi Department of Transportation to erect and maintain appropriate signs along and approaching the designated highway segment.

Removes the 10-year waiting period restriction that previously prohibited naming state highways after elected officials during their term of office or for 10 years after leaving office.

Retains the requirement that all affected county and municipal governing bodies must adopt resolutions requesting such legislation before the Legislature can enact naming designations for highways in the state highway system.

Effective date is July 1, 2023.
