Applicants for boat licenses must register the vessel with the department, provide a copy of the guide's driver's license, and furnish proof of liability insurance.

Increases minimum annual license fees for guide and outfitter services to $500.00 for residents and $2,000.00 for nonresidents.

Requires residents to provide one-year proof of residency and a valid sportsman's license, and requires nonresidents to have a valid nonresident fishing license.

Mandates First Aid/CPR certification and authorizes the commission to establish regulations for enforcement and safety of fishing guide services, with violations classified as Class II offenses.
